How can I access TPIX?To access TPIX, you can:
1. Deploy your devices or just feed and terminate your cable at the chosen OPL facility housing TPIX devices ensuring direct access to the platform (at Św. Barbary 10, Piękna 19, Warsaw)
2. Deploy your devices or just feed and terminate your cable at the chosen OPL facility housing the Ethernet network node.
3. Use a port you purchased earlier from OPL, based on the Metro Ethernet or Municipal Ethernet Agreement.
4. Connect to the TPIX switch at the Warsaw’s LIM Center, using the center’s infrastructure.
The process of feeding the cables to OPL facilities and deploying carrier devices in these facilities is described in the Telehousing PRO Offer.

What requirements must I meet to sign an agreement?In order to sign an agreement, the carrier submits a written and signed order form, appended with the following documents:
- Copy of the telecommunications license or certificate of entry in the register of telecommunications businesses, issued by the President of OEC
- Original of the extract of the National Court Register related to the carrier or its copy certified as a true copy by an authorized person; (the original or a certified copy shall be issued not earlier than 3 months before the order submission date)
- In the case of persons unauthorized to act on behalf of the carrier it is necessary to obtain the power of attorney for the person submitting the Order
OPL Municipal Ethernet service customers order TPIX open peering service channels or VLAN private channels as part of this agreement, and connect to ports of carriers connected to TPIX.

Where will I find the service order form?The service order form is attached as Appendix 1 to the TPIX Offer. The Offer is available from the Documents tab.

Where should I submit/send the filled in service order form?The carrier submits the written and signed order form (Appendix 1 to TPIX Offer) to OPL, at the following address:

Can I order service delivery over the phone?No. We need a signed document.

Can OPL refuse to deliver upon the submitted order form?OPL may refuse to deliver upon the order form submitted based on the TPIX Offer, if, in particular:
- The carrier fails to submit the required documents, attached to the order form mentioned above.
- The devices, cables, or ODF equipment necessary to form the optical fibers do not comply with the applicable legal regulations.
- The Carrier has breached a material provision of another agreement with OPL and despite being called to cure the breach, has failed to do so until the Order submittal date.
- The Carrier was or is in arrears with payments due to OPL under other agreements with OPL and refuses to secure its future liabilities to OPL under the TPIX Agreement, by submitting a bank warranty or bank reserve confirming its ability to cover the liabilities.
- The Order cannot be fulfilled due to Force Majeure.

What document will I receive along with the positive response to the submitted order form?When providing a positive response to the order form, OPL will provide the carrier with two copies of a draft TPIX Agreement signed by OPL, and will reserve appropriate resources.

What should I do upon receiving a positive response to my order form?Upon receiving a positive response, along with two copies of the TPIX Agreement, you should sign the documents and send them to OPL within 10 workdays from the date of receipt. The documents should be sent to the address specified in the TPIX Agreement address appendix.

What should I do after signing the agreement?Delivery of access to services offered via TPIX is described in Section 2, Part 2 of the TPIX Offer.

When are first fees charged?The fees are charged starting from the date of service activation, i.e. from the date of signing an appropriate TPIX access acceptance protocol, the template of which is provided in Appendix 2 to the TPIX Offer.

Can I modify the scope of ordered services or upgrade the service during the term of the agreement?Yes, during the term of the TPIX Agreement the carrier may change the quantity, location and throughput of the ordered ports, as well as modify or order additional VLAN channels (logical Ethernet channels created as part of the port).

How can I terminate the agreement signed for an indefinite period?You can terminate a TPIX Agreement signed for an indefinite period after a period of 30 (thirty) days of notice, effective at the end of the billing period, by:
- Sending a written carrier declaration to OPL, via registered mail with acknowledgement of receipt, or via a courier shipment, to the address defined in the TPIX Offer address appendix.
- Sending a written OPL declaration to the carrier, via registered mail with acknowledgement of receipt, or via a courier shipment, to the address defined in the TPIX Offer address appendix.

Is it necessary to submit a written notice of termination of the agreement for an indefinite period?Yes. The TPIX Agreement for an indefinite period may be terminated only in writing, under the sanction of invalidity.

Are service prices negotiable?No. The prices contained in the TPIX Offer are non-negotiable.

How long is the billing period?The billing period is one month. If the service use period does not exceed one full month, the subscription fees are calculated based on 1/30 (one thirtieth) of payable monthly fees, for each commenced day of service use.

Where should I report technical failures/complaints?Carriers who signed the TPIX Agreement should submit their reports to:

What must a financial complaint contain?Any complaint shall be considered by OPL only if it specifies the number of the disputed invoice and is accompanied by a detailed list of the subject to the complaint, together with details sufficient to unequivocally identify the relevant items and with detailed specifications of the objections. Furthermore, the complaint must include the carrier’s data, i.e. company name, full address and phone number of the contact person, and the TPIX Agreement number and date.

What is OPL financial complaint consideration period?OPL shall consider the complaint within 30 day period from the day of its receiving. The date of complaint reception is defined as the date of the complaint being received by OPL organizational unit dedicated for receiving financial complaints.

How and when will I receive a response to the submitted order form?OPL will communicate the result of the Order consideration to the carrier within 15 work days, by fax or e-mail, to the address indicated by the carrier in the order form, counting from the date of submission of the complete order with appendices.

For which period can I sign the agreement?The TPIX Agreement may be signed for a definite and indefinite period. The Agreement for an indefinite period may be signed only if OPL does not need to incur the costs of investments resulting from the carrier’s individual expectations.

How can I terminate the agreement signed for an indefinite period?You can terminate a TPIX Agreement signed for an indefinite period after a period of 30 (thirty) days of notice, effective at the end of the billing period, by:
